PDflex.exe is a compiled Matlab (2016b) application and therefore you will need to have Matlab Runtime 9.1 installed in your computer so that you can run PDflex.exe without the need of having Matlab installed.
Matlab Runtime depends on your computer OS. For windows users the size of this file is around 900MB. Click here to download the Matlab Runtime.
